Carlos Ortega, a Social-Democratic labor leader, and the principal leader of the civic stoppage that the opposition staged in late 2002 to demand the resignation of Hugo Chávez, managed to flee the high-security prison, leaving the government perplexed and exposing all the cracks in the control the president is trying to exert on the armed forces.&lt;br /&gt;Accompanied by three army officers who had been detained also for political reasons, Ortega managed to evade five security control points, all tightly guarded, exit through the prison’s main gate, and then walk about 500 meters to the highway, where undoubtedly someone waited to take him to a safe place. The escape was accomplished in the middle of the night and was discovered by a guard at noon the following day, giving the escapees an almost 12-hour head start and enabling them to hide from the persecution that ensued.&lt;br /&gt;The following day, the government declared that large sums of money had been used to bribe the prison guards. Whether or not this is true, the fact is that there was evident internal complicity in the escape; otherwise, no one can explain how Ortega bypassed the vigilance maintained in the country’s most secure prison. For that reason, concern has spread through the regime’s highest leaders, because it’s obvious that their control over the armed forces, which also runs the Ramo Verde prison, is not as strict as previously assumed. There are important figures inside the army who are not loyal to President Chávez and await a propitious opportunity to step into the limelight and possibly overthrow him. That could happen on the occasion of the December elections, if certain circumstances come together.&lt;br /&gt;In principle, those elections pose no danger to Hugo Chávez and his ambitions of indefinite reelection. In the eight years he has been in power, he has built an electoral machine that guarantees him victory. He has altered the registration rolls, adding to them about two million phantom voters; voting is conducted through an electronic system that the government has never allowed others to audit; and four of the five members of the National Electoral Council are his unconditional supporters. In addition, Chávez can count on an assured percentage of voters because they are public employees, contractors hired by the state, or recipients of the money he doles out by the fistful. A complex electoral system and some appropriate electronic devices generate the fear that the government might know the behavior of each and every voter, eliminating voter anonymity, as happened on the occasion of the revocatory referendum two years ago, which Chávez won through fraud.&lt;br /&gt;The government has used the enormous income it has earned from crude-oil exports to create what it calls "missions," social programs that give money to low-income people in exchange for some minimal and little-controlled social action, and a commitment to attend Chavist events and to vote — of course — for the official candidate. With the support from those hundreds of thousands of activists, and with his speeches and promises, Chávez has managed to consolidate a certain political base that supports his populist and autocratic regime. But things can get complicated for him from now until December.&lt;br /&gt;Not long ago, the opposition unified around a single candidate, Manuel Rosales, who is expected to garner major support. Chávez’s achievements have been scant, and although the economy grows thanks to the oil-produced revenue distributed by the state, a high rate of inflation is punishing the meager salaries of Venezuelan workers. In a free election, Chávez would have to fight for every vote to remain in power, and it is doubtful that he would emerge victorious. With the fraud he has prepared, and with the high rate of abstention that increases people’s mistrust in the current electoral system, it is likely that everything will turn out easier for him. But if Rosales’ candidacy gains strength and the opposition holds steady, Chávez will probably need all of his control over the state to remain in power. There might be moments of confusion and chaos, violence, and unforeseen scenarios.&lt;br /&gt;It is at this point that the importance of the military staff becomes most important. If they decide to support him, as they have until now, Chávez will see a great many of his problems solved. But if some high-ranking officers are working against the regime because they desire change, as Carlos Ortega’s escape leads us to believe, it is probable that Chávez will face a truly dangerous situation.&lt;br /&gt;Because of this, Ortega’s flight has set off all kinds of alarms and has created a new situation where it is no longer possible to assure that the military officers will back the Bolivarian caudillo at all times. Y tras de ellas la de una sociedad infestada con el corrosivo mal del populismo estatólatra y el inmediatismo electorero. Que me perdonen los viejos amigos de la izquierda venezolana: el comando de campaña del gobernador zuliano Manuel Rosales huele a Movimiento al Socialismo en todas sus variopintas versiones – y hay que ver su camaleónica potencialidad como para travestirse de micro partidos de gobierno y oposición o en tantas ONG’s aparentemente inofensivas y humanitarias como cabe en el imaginario político. Huele ese comando de campaña a petro-estado adeco-copeyano y a tramoya decorativa más propia de maquillajes del viejo escenario cuartorepublicano que a profundas, urgentes, enriquecedoras cirugías mayores. Como las que amerita este agotado y maltrecho rocinante bolivariano en manos de las hordas del teniente coronel. Estamos en vías de reeditar las tristemente célebres hazañas de la Coordinadora Democrática. Como si aquí, entre el 11 de abril de 2002 y el 4 de diciembre de 2004, no hubiera pasado absolutamente nada. Provoca  escribir un Elogio de la ceguera. Con perdón del inefable, consuetudinario y soporífero José Saramago.&lt;br /&gt; &lt;br /&gt;Que quede claro desde un comienzo que no estuvimos en contra de la lucha cívica y democrática por revocar al presidente de la república, que respaldamos el Referéndum Revocatorio con todas nuestras fuerzas y hasta el último segundo. El que precedió al lamentable y vergonzoso derrumbe de Enrique Mendoza y la Comisión Política de la CD la aciaga madrugada del 16 de agosto de 2002, tras conocerse los fraudulentos resultados que se nos impusieran a sangre y fuego desde el CNE. Como tampoco estamos en contra de la lucha por enfrentar a Hugo Chávez en el terreno electoral para este 3 de diciembre, según pauta la constitución. Pero estuvimos entonces y estamos ahora por comprender esas luchas libradas en el terreno electoral como momentos de un enfrentamiento a fondo, sin claudicaciones y hasta el último aliento contra el totalitarismo del caudillo, encubierto tras la mascarada de estratagemas electoreras, en donde el voto es un artilugio manipulado a los fines de la legitimación de un régimen ilegítimo. Estuvimos y estamos por enfrentar a Chávez y sus afanes totalitarios en todos los terrenos, sin olvidar que vencerlo es una obligación de moral republicana y democrática.&lt;br /&gt; &lt;br /&gt;En pocas palabras: todos los terrenos y formas de combate son buenos y necesarios si expresan la voluntad popular y sirven a la recuperación de la democracia. Todos son malos, deleznables y prohibidos si sirven al sometimiento ciudadano y al entronizamiento del totalitarismo.&lt;br /&gt; &lt;br /&gt;2&lt;br /&gt; &lt;br /&gt;O ELECCIONES LIMPIAS O CAOS Y DESINTEGRACIÓN&lt;br /&gt; &lt;br /&gt;            Como sucediera, por cierto, con la interminable y agotadora tramoya del RR – desde el 19 de agosto del 2003 hasta el 15 de agosto del 2004 - y lo que podría volver a ocurrir con el proceso electoral de diciembre si se cumple bajo los mismos predicamentos que condujeran casi inexorablemente a la tragedia del RR: aceptando imposiciones extra legales y reglas absolutamente inaceptables. O rechazando de partida la movilización popular generada por la marea electoral a los fines de imponer, por la fuerza del movimiento democrático y popular, la restauración de nuestra dañada y perturbada tradición democrática. En otras palabras: cometeremos un error infinitamente más grave que el ya cometido el 15-A si desconocemos que nuestro problema es existencial y atañe a la esencia de nuestra vida republicana. No está en juego la presidencia de la república: está en juego nuestra vida democrática. No está en juego un cargo en Miraflores: está en juego la libertad de la nación. No están en juego determinados porcentajes matemáticos: está en juego la historia de Venezuela.&lt;br /&gt; &lt;br /&gt;            Si tuviera que señalar los dos más graves errores que condujeron a la prolongada y evitable tragedia del 15-A, señalaría dos imperdonables: la desbordada autosuficiencia de sabernos mayoría y creernos invencibles, de una parte; la descomunal ingenuidad de creer en la buena fe del chavismo y rechazar de antemano la posibilidad de caer víctimas de sus manejos fraudulentos, de la otra. En buen cristiano: creímos con fe de carboneros que arrasaríamos electoralmente – lo que no estaba en absoluto lejos de la verdad – y que el proceso electoral mismo estaba blindado a favor de una plena e inocultable objetividad electoral – lo que constituyó un crimen de lesa estupidez. Ello fortaleció dos garrafales y contumaces malentendidos: la ruta para salir de Chávez era electoral o no saldríamos de Chávez, el primero de ellos. Todo plan B era innecesario y contraproducente, el segundo de ellos. Comprendiendo como “ruta electoral” la subordinación de todo enfrentamiento político al estricto campo electoral. Entendiendo por Plan B, el desarrollo estratégico de acciones complementarias orientadas a defender las instituciones, los valores y los derechos constitucionales, desde la desobediencia civil hasta el conjunto de acciones tácticas garantizadas por el artículo 350 de la constitucional nacional. Ambos graves errores estratégicos, manejados por la misma dirigencia que hoy constituye el comando de campaña de Manuel Rosales y bajo los mismos estrategas, nos entregaron atados de pies y manos a los designios del totalitarismo chavista. Así estamos.&lt;br /&gt; &lt;br /&gt;            Pueda que de todos los peligros que acechan los empeños de la candidatura pretendidamente unitaria de Manuel Rosales – todos legítimos, si son comprendidos como un incentivo de movilización y de lucha contra el totalitarismo que late en las entrañas del enemigo a derrotar – el más grave consista en la reiteración de los errores del pasado: sobreestimación de las fuerzas democráticas y subestimación de la capacidad de manipulación, fraude e imposición autocrática del chavismo. Y de esos errores, el más peligroso: desechar el peso definitorio del control de la maquinaria electoral por el régimen, así como su inagotable capacidad para imponer los resultados que convengan a sus intereses.  De no enfrentarlos desde ahora mismo montando la más soberbia operación de control comicial voto a voto y urna a urna, la mesa está servida para el más grave traspié de la oposición luego de sus monumentales errores del 11 de abril y del 15 de agosto, cuando teniendo en sus manos la resolución de la crisis sucumbió a su congénita debilidad: la incapacidad de resolver el estado de excepción existencial que hoy sufrimos. Pues el combate ha de librarse, para ser exitoso, en dos frentes: acumulación y desarrollo exponencial de nuestras fuerzas en torno a una candidatura auténtica y verdaderamente unitaria, por una parte; y construcción de un sólido frente de defensa de las condiciones y los resultados estrictamente electorales, por el otro. Pudiendo y/o debiendo ambos elementos conjugarse en una masiva movilización popular contra el fraude el mismo 3D. A seguir el ejemplo que los chilenos durante el plebiscito y Toledo durante sus elecciones, dieron. Nuestro respaldo a cualquier candidatura opositora debe enmarcarse en el planteamiento que ya hiciera hace un año Marcel Granier: o elecciones limpias, o caos y desintegración.&lt;br /&gt; &lt;br /&gt;3&lt;br /&gt; &lt;br /&gt;LA ESTRATEGIA DE LA DERROTA&lt;br /&gt; &lt;br /&gt;            Desde luego, llama a la reflexión la alarmante ingenuidad – por decir lo menos – y la falta de previsión frente a la maquinaria fraudulenta del CNE, presentada por el jefe de estrategia del comando de campaña de Manuel Rosales, Teodoro Petkoff. Según sus declaraciones de este lunes 21 de agosto a EL NACIONAL, es el momento de “no distraerse demasiado en pretextos, que lo único que pueden hacer es alimentar el abstencionismo”.  Desde luego, rebajar a “pretexto” – Dios sabrá de qué – la honda preocupación de amplísimos sectores opositores por la función manipulativa y castradora de los artilugios electrónicos del organismo comicial demuestra un error de apreciación estratégica verdaderamente descomunal. Además de pasar por alto un hecho de tanto bulto como la abstención del 83% de electorado el 4 de diciemkbre pasado provocada por dichos "pretextos" y menospreciar a los sectores políticos que reivindican con plenos derechos el logro de tal gigantesco reclamo electoral. La forma del planteamiento teodorista es nueva, la sustancia es la misma: no importan los medios de que se sirva nuestro enemigo, el asunto es insistir en enfrentarlo con nuestra buena voluntad y vencerlo con el respaldo de eventuales mayorías por la ruta democrática. ¿Cómo? He allí la interrogante. “El RR está blindado”. ¿Les suena conocido?&lt;br /&gt; &lt;br /&gt;            Un segundo aspecto que debiera hacernos reflexionar sobre la fragilidad del piso estratégico y político de la llamada candidatura unitaria – expresión irreal que encubre la ausencia de un inmenso caudal político y electoral junto a Rosales, a saber, el de AD, AP, 4-D, el Frente Nacional de la Resistencia, ABP, Verdad Venezuela y todos aquellos sectores políticos que se mantienen fieles al mandato de enfrentar al chavismo sin escatimar esfuerzos ni restringiéndose a determinados y muy trillados senderos. Para el jefe de estrategia de Rosales, no hay más política ni otros políticos que la de aquellos que apuestan a las elecciones tras la bandera del gobernador zuliano: “Creo que este rescate de la política, de lo político, es uno de los gestos más importantes que se han dado en Venezuela. Es de gran significación que se haya podido obviar unas primarias que constituyeron el último intento de los poderes fácticos de naricear a los políticos, como lo han hecho a lo largo de estos siete años. Predijo también su vuelco al Comunismo y su apoyo incondicional a Fidel Castro. Predijo su amor y su apego indiscriminado por el Poder. Predijo que se transformaría en un Asesino Peligroso, dispuesto a transformarse en Dictador. Predijo su vuelco al TOTALITARISMO TOTAL. Predijo la derrota de la Oposición en el RR. Vean ahora que predice, en su último artículo publicado en El Universal. Caracas, Martes 22 de agosto del 2.006&lt;br /&gt;El día D. Este se llamará el día Después.&lt;br /&gt;Hasta ahora, Chávez ha hecho lo que la ha dado la gana con la oposición electoral. Después del breve susto del 11 A del 2.002 (del que salió airoso con el auxilio del Centro Carter y de la OEA por el temor de las transnacionales petroleras y de su principal sucursal: La Casa Blanca, de que se cortara el suministro petrolero que desde Venezuela reciben).&lt;br /&gt;Así, Chávez planeó, junto al gobierno (¿odiado?) norteamericano; una Mesa de Negociación y Acuerdos que José V. Rangel se encargó de transformar en una Mesa de Diálogo, para así; hábilmente; diluir y desgastar a la Oposición Democrática, que llevaba mas de un año volcada en las calles luchando por sus derechos. Debilitadas las movilizaciones de la Oposición en la calle, los dirigentes de la Oposición plantearon llevar a cabo un civilizado Referendo, primero Consultivo y Vinculante, para salir de una vez del gobierno, el cual fue rechazado y torpedeado por Chávez.&lt;br /&gt;Luego, Chávez no se logró zafar del Referendo Revocatorio, pero INVOCÓ UNA VEZ MAS A SUS AMIGOS NORTEAMERICANOS; y estos, en una controvertida madrugada, giraron instrucciones a Chávez para que diera un vuelco a los resultados del RR con la ayuda de la OEA. Por eso el silencio de los supuestos Líderes de la Oposición de entonces. Todos se asustaron, pues el Presidente de la OEA (Gaviria), claramente les había expresado que FUERZAS fuera de su control, habían invertido la balanza a favor del Gobierno. El final es pues, bien conocido. La Oposición quedó balbuceando, a través de sus principales dirigentes de "Micrófono", quienes solo atinaban a decir que habían sido engañados por medio del sistema electoral automatizado.&lt;br /&gt;Así, Chávez se dedicó a pasar factura a todos aquellos que se le habían enfrentado de verdad, y a dejar tranquilos a todos aquellos que agacharon la cabeza. El efecto del resultado del RR también es conocido. La Oposición Electoral quedó primero, sin rumbo; y después, sin esperanza. Algunos de sus dirigentes esperaban ansiosamente las elecciones parlamentarias del 2.005 para "agarrar aunque sea fallo", algun puestillo en la Asamblea Nacional; así fuera de resignado espectador. Pero la gente ya estaba cansada. Y decidió enviar un mensaje a todo aquel que quisiera hacerse pasar por Representante de la Oposición; No Votando en Diciembre del 2.005. Así, todos aquellos Seudodirigentes de la Oposición que estaban acostumbrados a mantenerse con vida y "Cobrando" sin arriesgar su pellejo en la calle, vieron con tristeza como sus Curules en la Asamblea Nacional, eran ocupadas por otra cofradía de locos histéricos, todos forrados en Camisas Rojas, Pantalones Rojos y hasta Interiores Rojos. Entonces, la presión abstencionista dió sus frutos, fulminando las pretensiones parlamentarias de relleno de unos ambiciosos políticos cobardes.&lt;br /&gt;Así, Chávez se ha dado a la tarea de gobernar a sus anchas, lo cual es algo que de todas formas hubiera hecho, como lo ha demostrado; pasando por encima de la Constitución y de los derechos mas fundamentales de los venezolanos. Apareció entonces otra posibilidad de retorno al protagonismo. Pero solo para aquellos que tienen verdaderos COJONES.&lt;br /&gt;Así apareció la candidatura de Manuel Rosales, a quien Súmate (de la mano de Bush), quiso oscurecer exigiendo "el cumplimiento de unas condiciones mínimas para poder ir a un proceso electoral”. Entre otras cosas se pedía: Designar un nuevo CNE, Conteo manual, depuración del proceso de cedulación, auditoría y control de las máquinas de votación, supresión de las Máquinas Captahuellas y control imparcial del Plan República. Por supuesto, inmediatamente salió Chávez a decir que no (aunque presionado por las circunstancias, está teniendo que soltar unos pétalos); pero nunca toda la Flor. Pero la Oposición Inteligente, esta vez no mordió el anzuelo.&lt;br /&gt;Y Súmate fue obligado a cambiar su posición de exigencias de condiciones por una solicitud de primarias. Los "Tres Mosqueteros" no se cayeron a embustes. Esta vez no mordieron el anzuelo del Gobierno Norteamericano, quien los había sacrificado reiteradamente para mantener el flujo petrolero. Rosales, Petkoff y Borges pudieron mas que la combinación Bush - Chávez. Y ahora andan en una campaña electoral calle por calle, pueblo por pueblo, ciudad por ciudad; todos a la vez. Y esto ha preocupado a los Gringos, pues ya saben que Chávez no remonta y que Rosales está causando furor en el electorado venezolano.&lt;br /&gt;Y esto tiene chorreado a Chávez, quien al saber que los Gringos ya no le daran apoyo Logístico para seguir en el Jueguito de la mentira, donde el único sacrificado era el Pueblo Venezolano; ha decidido desempeñar su papel de Comunista Trasnochado y viaja por todo el Mundo hablando del fulano Imperio y de Bush. Pero ahora buscando un verdadero apoyo de las mas oscuras Dictaduras del Mundo Fundamentalista Islámico. Pero Manuel Rosales ha dicho que GANARÁ Y COBRARÁ. Sube y sube en las encuestas como nunca nadie había escalado una cuesta electoral. Y los Militares oyen, miran y observan. Y los mismos dirigentes revolucionarios miran y observan preocupados. Todos están angustiados, pues Chávez está arrugando, al tratar de buscar un paraguas en el Medio Oriente; descuidando la campaña electoral dentro del País, pues sabe que ya no puede levantar simpatías ni REGALANDO TODO EL DINERO DEL ERARIO NACIONAL.&lt;br /&gt;Manuel Rosales lo ha dicho en privado. Gana y Cobra o lo Matan. Quienes están a su lado, esta vez están dispuestos a ir hasta el final del camino. Ese que conduce a Miraflores, así haya Tanques y Tanquetas. Otros seudodirigentes del MVR, ya se han visto haciendo NIDO en varios países de Europa. Pero ya se sabe donde tienen las cuentas y cual es su Plan de Huída. Otros tratan de tender Puentes con la Oposición, la cual, inteligentemente, dirigida ahora por Hombres como T. Petkoff; mira, actúa y evalúa con cautela. Si la gente se vuelca a votar MASIVAMENTE por Manuel Rosales, no habrá TRAMPA electoral que valga. Ya Rosales ha previsto donde está la Trampa. Sus asesores ya saben que hacer. Los comunistas no podrán arreglar resultados en vívo. No podrán NEGAR Testigos Electorales a Rosales, pues todo se les puede caer antes. Rosales juega sus cartas y mueve sus piezas inteligentemente. Chávez está en Jaque y ha sacrificado varios peones sin resultado.&lt;br /&gt;Por tanto, todo avisora que el Diá D ha llegado para el chavismo puro. La gente se cansó de las miserias de Chávez. Un gentío está arrecho con él y con su Gobierno. Y Rosales Dice todos los días que GANA Y COBRA.&lt;br /&gt;Por tanto, ahora puedo decir sin temor a equivocarme: Señores del Parlamento. Señores del Poder Judicial. Señores del Poder Militar. Señores del Guardia Territorial. Señores Cubanos de las Misiones y de los Batallones Eléctorales. Según Noriega, el presidente venezolano, Hugo Chávez, ha aprovechado su mayoría en la Asamblea Nacional para cambiar leyes y nombrar funcionarios electorales afines a su partido, además de que ha politizado organismo del Estado, entre ellos el Ejército. Noriega, quien durante más de dos años fue responsable de la política de Washington hacia Latinoamérica, se encuentra en la República Dominicana para dictar dos conferencias sobre las relaciones políticas y económicas entre este país EEUU. Aunque Noriega insistió en la entrevista en que la comunidad interamericana debe intervenir en la situación, aclaró que el conflicto debe ser resulto por los propios venezolanos. En otro orden, consideró que Estados Unidos debe mantener su política contra Cuba y usar el embargo económico como una herramienta para provocar cambios en la isla. Noriega describió el régimen del líder cubano, Fidel Castro, como una "pesadilla" que afecta a once millones de personas. El ex alto funcionario estadounidense también se refirió a la situación de Luis Posada Carriles, detenido en Estados Unidos por entrada ilegal y acusado por Caracas de un atentado contra un avión cubano en 1976, que causó 73 muertos.
